Letter to Premier Ford: Repeal Your Attack on Tenants

Dear Premier Ford,


I am writing on behalf of the Toronto & York Region Labour Council to ask that your government repeal Bill 60, the “Fighting Delays, Building Faster Act”. There are many reasons for this call, which I will touch on below, but top among the reasons is to prevent even more evictions and homelessness across Ontario. At minimum, we call on you to tread lightly when writing new regulations under the Residential Tenancies Act.


Your government rushed Bill 60, the “Fighting Delays, Building Faster Act,” through the parliamentary process without any opportunity for public input into it. This was because your government was aware of the pushback it would face from working people. Many of our Labour Council allies call Bill 60 the “Faster Evictions Act.” These organizations and individuals are experts on the ways in which big corporate landlords operate currently, under existing rules. They have reviewed Bill 60 carefully and can see what will happen if eviction notice periods are shortened, barriers are added for tenants raising issues around non-payment of rent, and discretion by the LTB is removed.


Bill 60 is a clear attack on tenants by making it easier and faster to evict them, so that landlords can evade rent control and increase rents for new tenants. Homelessness is at an all-time high, and Bill 60 will increase evictions, creating a direct pipeline from the Landlord and Tenant Board straight to encampments.


One quarter of unionized workers are tenants, and many of the gains made in collective bargaining are being outpaced by the high cost of rent. Bill 60 will only make this worse for these workers.


Beyond the impact on tenants, Bill 60 has 18 different schedules, affecting 15 statutes. The Bill lets the Minister of Municipal Affairs and Housing unilaterally override provincial policy statements in local planning decisions. It speeds up the already-controversial MZO process, allowing for favourites to receive benefits. It again undermines municipal authority by banning new bike lanes that would reduce motor vehicle lanes, putting kids and adults at risk. It loosens sewage-works regulations for larger lots, which is never good.


There are better ways of building the homes that Ontarians need, including supporting co-op housing and other social housing. Please repeal Bill 60 and avoid writing regulations that would worsen evictions and homelessness.
